fa شناسایی و ارایه الگوی منابع و مصارف سازمان تامین اجتماعی با رویکرد داده بنیاد و تصمیم‌گیری‌های چند معیاره تخصصي Special پژوهشي Research <p><span style="font-size:10pt"><span style="text-autospace:none"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span lang="FA" style="font-size:12.0pt"><span b="" style="font-family:" zar="">این پژوهش به بررسی جامع و نظام‌مند منابع و مصارف سازمان تامین اجتماعی با بهره‌گیری از رویکرد داده‌بنیاد و تحلیل تصمیم‌گیری‌های چندمعیاره پرداخته است. هدف اصلی مطالعه، شناسایی عوامل موثر بر عدم توازن مالی در این سازمان است که در قالب پنج دسته شامل شرایط علی، شرایط مداخله‌گر، شرایط زمینه‌ای، راهبردها و پیامدها طبقه‌بندی شده‌اند. این تحقیق از نظر هدف در زمره پژوهش‌های کاربردی قرار می‌گیرد و به لحاظ ماهیت و روش، در چارچوب تحقیقات توصیفی-پیمایشی دسته‌بندی می‌شود. جامعه آماری این پژوهش شامل مدیران و خبرگان سازمان تامین اجتماعی، اقتصاددانان و سیاست‌گذاران در بخش کیفی و مدیران ارشد، مدیران میانی و کارشناسان ارشد این سازمان در بخش کمی است. حجم نمونه کیفی شامل ۱۵ نفر بوده که با استفاده از روش قضاوتی و هدفمند انتخاب شده‌اند و در بخش کمی از روش نمونه‌گیری گلوله‌برفی استفاده شده است. نتایج حاصل از تجمیع دیدگاه‌های خبرگان، با استفاده از روش کوکوسو فازی تحلیل شده و نشان می‌دهد که عوامل زمینه‌ای بیشترین تاثیر را بر منابع و مصارف سازمان تامین اجتماعی دارند. پس از آن، شرایط مداخله‌گر و شرایط علی به ترتیب در رتبه‌های دوم و سوم قرار گرفته‌اند. این پژوهش از طریق تحلیل چندبعدی، درک جامعی از بحران مالی سازمان تامین اجتماعی ارایه کرده و چارچوبی برای مدیریت بهینه منابع و مصارف این سازمان پیشنهاد می‌دهد.</span></span></span></span></span></span></span></p> <p><span style="font-size:11pt"><span style="line-height:normal"><span style="font-family:Calibri,sans-serif">This study conducts a comprehensive and systematic investigation of the sources and uses of funds of the Social Security Organization by employing a grounded theory approach and multi-criteria decision-making analysis. The main objective of the research is to identify the factors affecting financial imbalance in this organization, which are classified into five categories: causal conditions, intervening conditions, contextual conditions, strategies, and consequences. In terms of purpose, the study is applied, and with respect to nature and methodology, it is classified as a descriptive&ndash;survey research. The statistical population includes managers and experts of the Social Security Organization, economists, and policymakers in the qualitative section, as well as senior managers, middle managers, and senior experts of the organization in the quantitative section. The qualitative sample consisted of 15 participants selected through purposive and judgmental sampling, while snowball sampling was used in the quantitative phase. The results obtained from aggregating expert opinions were analyzed using the fuzzy COCOSO method and indicate that contextual factors have the greatest impact on the sources and uses of funds of the Social Security Organization. Intervening conditions and causal conditions rank second and third, respectively. Through a multidimensional analysis, this study provides a comprehensive understanding of the financial crisis of the Social Security Organization and proposes a framework for the optimal management of its sources and uses of funds.</span></span></span></p> منابع و مصارف, رویکرد داده بنیاد, کوکوسو فازی, سازمان تامین اجتماعی.
