Municipal solid waste disposal has increased significantly in recent decades, mainly due to population growth and lifestyle changes. Proper landfill site selection plays a key role in urban solid waste management. This study evaluates the spatial suitability of existing landfill sites and identifies optimal locations for new disposal facilities in Mazandaran Province, Iran. A two-stage hybrid approach was applied. In the first stage, Fuzzy Analytic Hierarchy Process (FAHP) was used in a Geographic Information System (GIS) environment to determine suitable areas based on multiple environmental and spatial criteria. In the second stage, a capacitated P-median model was formulated to design an optimal waste management network. To reduce infeasibility, the coverage radius constraint was defined in a fuzzy form using an acceptance level (α). The results show that the system is feasible only when 12 facilities are selected with a coverage radius of 160 km, including 7 main sites with high capacities and 5 transfer stations. The proposed hybrid framework can support regional solid waste management planning.
