Organizational performance assessment is one of the strategic tools in the management dashboard of modern organizations, which, in addition to monitoring organizational performance and activities, is effective in identifying strengths and weaknesses and drawing effective organizational plans. Considering the importance of the Balanced Score Card (BSC) as a strategic approach, this study attempts to design a combined model of the (BSC) and the Analytical Network Process (ANP) to provide a desirable framework for evaluating organizational performance in Iran Telecommunications Company. In order to identify the initial concepts, semi-structured interviews were conducted with experts qualified for the organization. To collect data using the content analysis method, concepts were identified from the content of the interviews using MAXQDA software. Then, from these concepts, using the Delphi method in three stages, 28 final indicators were determined in the form of four key perspectives of the (BSC) and were approved by the experts. Subsequently, the indicators of these four perspectives were examined and analyzed using the (ANP), and their priority and weight were determined. To assess the validity of the research, along with the consistency rate in pairwise comparisons, validity and reliability as well as the overall fit of the model were measured, and the results indicated the strength and high quality of the model indicators.
